they both deal with medicare. one thing i always say, the more complicated a subject is, the more susceptible it is stretching the truth. when it is complicated, you can make assertions that a lot of times journalists do not have the time or inclination to check. i do want to say one thing about welfare -- the reason i said i did nothink romney would bring it up is because he did not mention it in his campaign speech. the issue is a very complex one with many sides to the story. though i did write the run the ad with four pinocchios. it really went over the top with the extreme interpretation. the obama administration's counter-spin leaves a lot to be desired. there is something very fishy going on with the issuance of the memo over the summer -- the people behind that now in the administration are skeptics of the welfare law. i have not gotten to the bottom of it, but i have given the obama campaign through -- three pinnochios for their counter- spin, particularly the way president clinton spoke about it. i did n

i can't understand how you can cut medicare $716 billion for current recipients of medicare. now, you point out, well, we're putting some back. we're going to give a better prescription program. that's $1 for every $15 you've cut. they're smart enough to know that's not a good trade. i want to take that $716 billion you've cut and put it back into medicare. by the way, we can include a prescription program if we need to improve it. but the idea of cutting $716 billion from medicare to be able to balance the additional cost of obama care is, in my opinion, a mistake. and with regards to young people coming along, i've got proposals to make sure medicare and social security are there for them without any question. >> mr. president? >> first of all, i think it's important for governor romney to present this plan that he says will only affect folks in the future. and the essence of the plan is that you would turn medicare into a voucher program. it's called premium support, but it's understood to be a voucher program. >> and you don't support that? >> i don't. and let me explain

his plan is to privatize medicare. he wants to give seniors a voucher and once you spend your voucher you're on your own. if the premiums go up, you can't afford it, you're on your own. how do we fix it? there's a couple things we got to do. one we need to do some aggressive means testing. i know political season and i'm not suppose to say we will do anything like that. i believe in it. i don't think we can afford to buy donald trump's prescription drug. we can means test some of the medicare program and enact some of the savings program that are working. st. johns hospital in springfield, took their medicare population and with quality control and customer satisfaction, they were able to reduce $17 million in medicare payment that's were owed. as a result, they got a bonus of $4 million. that's what we need to do in a capitalistic system. spending less money rather than incentivizing more treatment. >> jonathan dine >> like many of the government entitlement programs, medicare, medicaid are all coming to a cusp. they
